Does not matter. He signed a contract in August to join them in January and it stands. Failure to gain a work permit cannot cancel a pre-deal.
im not sure about any pre deals, but one thing is for sure, a contract must be ratified by both sides, so just signing a contract is not a full ratification of a deal, and truth is, there are probably more outs with a "pre contract". more outs for stoke city that is.

If they had some magic out, they forget to tell Juan Agudelo. And all the clubs I can confirm they called up offering him on loan, such as the previously mentioned AZ.
It is very simple. A pre-deal is binding regardless of injury or failed work permit or sharknado or any other calamity you or a lawyer can think of. It is a FIFA worldwide statute.
